The Manager, Accounts Receivable provides leadership and direction for the Accounts Receivable departments, A/R billing, cash application, collections and account reconciliations. Lead staff to achieve departmental and organizational objectives, as well as support strategic plan and initiatives in all areas of performance and customer service. Manage departmental compliance with government regulations, including HIPAA, MAR, Medicare, Personal Plan, Healthy New York, CHP, FHP and COBRA products. Leads the development, implementation, communication and maintenance of A/R operating policies and procedures ensuring sufficient internal controls are in place. Responsible for maintenance of AR system internal rate tables and benefit codes (Amysis System). Identify, evaluate and prioritize implementation of A/R IT enhancements. Works with third party collections vendor to ensure revenue recovery. Responsible for the maintenance of the Accounts Receivable Team’s disaster recovery plan. Responsible for providing requested data and written audit responses for all financial and regulatory audits. Manage the process of distributing annual 5500 reporting schedules to employer groups. Key driver in developing consistent process improvements utilizing technology. Prepare and monitor the A/R department’s annual budget. Manage Accounts Receivable staff. Hire, train and develop staff. Monitor performance, including performance improvement plans and complete performance evaluations on a timely basis. Performs other duties as assigned.

POSITION QUALIFICATIONS
Minimum Education: Bachelor's Degree in Accounting, Finance (or related field) and/or equivalent experience.
Minimum Experience: In-depth knowledge of Accounts Receivable, billing and collections operations. Seven to ten years progressive operational management experience, including Accounts Receivable and Accounting with a minimum of five years supervisory experience.
Required Skills:
- Strong analytical skills to draw sound operational and financial conclusions from data.
- Strong communication, organizational, project management and delegation skills.
- Ability to function successfully in changing conditions.
- Ability to interpret Federal and State policies and procedures as they relate to customer billing & collections for an HMO.
- Solid understanding of generally accepted accounting principles and practices.
- Intermediate to Advanced Word and Excel
- Frequent travel between our Schenectady and Rochester locations. (Minimum of twice per month.)
